This bill appropriates emergency funding in response to Russia's invasion of Ukraine and recent attacks on Israel for the fiscal year ending September 30, 2024. For Ukraine, the bill provides over $61 billion in Department of Defense funding, including military personnel costs, equipment maintenance and operations, ammunition procurement, and weapons systems, with $12 billion specifically for the Ukraine Security Assistance Initiative and up to $18 billion for replacing equipment provided to Ukraine or allied countries. For Israel, the bill appropriates approximately $10 billion in Defense Department funds, including $4 billion for ammunition procurement, $4 billion for Israel's Iron Dome and David's Sling missile defense systems, $1.2 billion for development of the Iron Beam laser defense system, and additional amounts for munitions production. All funds are designated as emergency spending and require presidential approval to become available. The bill also modifies existing law regarding military equipment transfers to Israel, allowing greater flexibility in the types and timing of defense article transfers.
