The Do Not Disturb Act strengthens federal rules against unwanted robocalls and telemarketing. The bill expands the definition of "robocall" to include text messages sent with automated equipment or artificial intelligence and requires companies using AI to emulate humans in these communications to disclose that fact at the beginning of the call or message. The legislation imposes stricter requirements on internet phone service providers, including customer identity verification and active monitoring for illegal robocall patterns, while doubling penalties for violations involving AI impersonation. It also requires all voice service providers to offer robocall-blocking services for free to customers, establishes a system to track the top 100 illegal robocall campaigns with monthly public reports, and gives the Federal Trade Commission authority to regulate deceptive inbound telemarketing calls and restrict outbound calls to between 9 a.m. and 5 p.m. local time. The Federal Communications Commission has 180 to 270 days to implement most provisions, with some requirements taking up to 18 months.
