To direct the Secretary of Agriculture to provide grants to covered entities to develop, modify, or implement climate adaptation and climate mitigation proposals on agricultural land, and for other purposes.
This bill establishes a new federal grant program to help agricultural communities develop and implement climate-related projects on farmland. The Department of Agriculture would provide grants to state agricultural departments, tribal governments, farmer cooperatives, universities, and other organizations to create or carry out plans that reduce greenhouse gas emissions, sequester carbon, and build resilience to extreme weather on agricultural lands. Eligible projects could include technical assistance to farmers, on-farm research, education programs, and financial incentives to help producers adopt climate-friendly practices. The bill authorizes $150 million per year for fiscal years 2023 through 2031, with at least one-third of funds reserved for tribal governments and the remainder split between developing new proposals and implementing existing ones. Priority would be given to projects that support beginning farmers, socially disadvantaged farmers, and those incorporating traditional ecological knowledge, while ensuring geographic diversity across the country.
