The Equal Access to Specialty Care Everywhere Act of 2024 (EASE Act) directs the Centers for Medicare and Medicaid Innovation to test a new model for delivering specialty health care services to Medicare and Medicaid beneficiaries in rural and underserved areas. Under this model, selected provider networks would use telehealth and other remote technologies to connect patients with medical specialists while coordinating care with their primary care providers. The eligible provider networks must be nonprofit organizations comprising at least 50 federally qualified health centers, rural health clinics, or community health centers, and must have a demonstrated history of serving underserved communities across multiple regions. The program will focus on Medicare beneficiaries enrolled in traditional coverage and Medicaid beneficiaries in rural or underserved locations. The bill also requires participating networks to conduct research and serve as a national clinical research network, studying health care delivery for both insured and uninsured populations.
