To provide for the establishment, within the Food and Drug Administration, of an Abraham Accords Bureau to promote and facilitate cooperation between the Food and Drug Administration and entities in Abraham Accords countries wishing to work with the agency in order to develop and sell products in the United States, and for other purposes.

This bill establishes a new Abraham Accords Bureau within the Food and Drug Administration to strengthen cooperation between the U.S. and countries that have signed the Abraham Accords Declaration. The bureau would open offices in Abraham Accords countries and help facilitate partnerships between the FDA and pharmaceutical and medical device manufacturers in those nations to develop products for the U.S. market and reduce American dependence on medical supply chains in countries with poor human rights records. Within 90 days of establishing all offices, the bureau must identify essential medical products and ingredients currently made in problematic countries and identify capable manufacturers in Abraham Accords countries. The legislation requires the FDA to provide technical assistance and share regulatory information with interested parties in these countries, while prohibiting help to any entity that uses ingredients from countries of concern. The Secretary of Health and Human Services must report to Congress within three years on whether the bureau has successfully shifted supply chains away from problematic countries and assess the effectiveness of its activities.
