To require the Administrator of the Environmental Protection Agency to carry out a study on the environmental impacts of artificial intelligence, to require the Director of the National Institute of Standards and Technology to convene a consortium on such environmental impacts, and to require the Director to develop a voluntary reporting system for the reporting of the environmental impacts of artificial intelligence, and for other purposes.

This bill requires federal agencies to study and track the environmental impacts of artificial intelligence technology. The EPA, in collaboration with the Department of Energy, National Institute of Standards and Technology, and the White House Office of Science and Technology Policy, must complete a comprehensive study within two years examining how AI affects energy consumption, water usage, pollution, electronic waste, and data center operations throughout the entire lifecycle of AI development and use. Additionally, NIST must establish a consortium of academics, civil society groups, and industry representatives to develop consistent standards and methodologies for measuring AI's environmental impacts, and create a voluntary reporting system where companies can disclose their AI systems' environmental effects. The bill requires a final report to Congress within four years with findings from the consortium and recommendations for reducing AI's negative environmental impacts while promoting its positive applications like renewable energy optimization and climate monitoring.
