This bill establishes an EB-5 Regional Center Program Advisory Committee within U.S. Citizenship and Immigration Services to provide advice and recommendations on the EB-5 investor visa program. The committee will consist of up to 35 members representing regional centers, mayors, county economic development officers, state officials, and federal agencies, with balanced representation across different geographic regions and project types. The committee will meet at least quarterly, submit annual reports to Congress, and work through subcommittees to address administrative, impact, and policy issues related to the program. Members serve two-year terms without compensation and cannot make recommendations on individual cases. The bill requires the Secretary of Homeland Security to appoint committee members within 180 days of enactment and does not subject the committee to standard federal advisory committee regulations.
