This bill establishes a college funding program to help students from the Northern Mariana Islands and American Samoa attend four-year public universities on the mainland and in other U.S. territories. The program would split ten million dollars annually between the two territories, with each governor awarding grants to colleges that enroll eligible students to cover the difference between in-state and out-of-state tuition and fees. Individual students could receive up to fifteen thousand dollars per year and forty-five thousand dollars total over their undergraduate education. To qualify, students must have graduated from a public high school in one of these territories, enroll within three years of graduation, maintain satisfactory progress, and pursue their first bachelor's degree. The bill authorizes this funding for fiscal year 2024 through 2029 and requires the Government Accountability Office to report within two years on whether the program effectively improves college access and identifies any barriers students face in gaining admission to participating institutions.
