The Broadband Industry Development Act amends federal workforce training law to create a new grant program through the Department of Labor that funds training for workers seeking careers in broadband installation, maintenance, and related fields. The grants will be awarded competitively to eligible organizations including community colleges, labor unions, nonprofit groups, private businesses, and industry associations, which can then offer apprenticeships and pre-apprenticeship programs to prepare workers for broadband jobs. Recipients of grants must contribute matching funds equal to 25 percent of the grant amount from non-federal sources, either in cash or in-kind contributions. Importantly, the bill does not authorize any new funding, instead requiring that grant amounts come from existing Department of Labor appropriations. The legislation was introduced in February 2024 and represents an effort to build workforce capacity in the broadband industry during a period of significant infrastructure expansion.
