To amend the Protecting Access to Medicare Act of 2014 to clarify the meaning of psychiatric rehabilitation services under demonstration programs to improve community mental health services, and for other purposes.
This bill expands the types of services that certified community behavioral health clinics can provide under a federal demonstration program. It clarifies that these clinics can offer psychiatric rehabilitation and psychosocial services to help patients manage mental health conditions, develop life skills, and prevent crises, along with support for housing, employment, and other community needs. The bill also adds "clubhouses"—therapeutic social environments staffed by both professionals and people with lived mental illness experience—as eligible care coordination partners for these clinics. Additionally, it requires clinics to report more comprehensive data on patient outcomes, including measures of longevity, quality of life, and recovery progress. The Secretary of Health and Human Services must establish updated certification criteria for these clinics within one year of the law's enactment.
