This bill expands the authority of U.S. Customs and Border Protection to conduct operations in foreign countries to combat drug trafficking, human smuggling, and other security threats to the United States. The legislation allows CBP employees and officers to work jointly with foreign government authorities within their territory to monitor, locate, track, and deter illegal drugs, smuggled persons and goods, terrorist threats, and economic threats, as well as to support emergency humanitarian efforts and law enforcement training. The bill affects CBP personnel and foreign government partners involved in these collaborative operations. It authorizes the Secretary of Homeland Security to use existing appropriated CBP funds to pay legal claims and damages that arise from CBP operations conducted in foreign countries. The legislation requires that formal arrangements be established between the U.S. government and each foreign country before CBP personnel can conduct these activities there.
