The Pre-Apprenticeships To Hardhats Act (PATH Act) directs the Secretary of Labor to award competitive grants to nonprofit partnerships that develop pre-apprenticeship training programs in building and construction trades. These programs are designed to prepare individuals from underrepresented populations—including racial minorities, women, veterans, Native Americans, and people from low-income and rural areas—to enter registered apprenticeship programs in construction. Eligible grant recipients must include equal participation from industry employers and labor organizations, and may also include schools, workforce boards, and community groups. Grant funding covers 75 percent of program costs, with recipients responsible for the remaining 25 percent through cash or in-kind contributions, and can be extended for an additional year if grantees demonstrate satisfactory performance. The bill authorizes $20 million annually to support these pre-apprenticeship programs and requires grantees to meet performance measures focused on successfully placing participants into registered apprenticeships.
