The Federal Employee Short-Term Disability Insurance Act of 2024 creates a voluntary short-term disability insurance program for federal employees, administered by the Office of Personnel Management. The program would cover non-work-related disabilities, leave to care for family members, childbirth, and adoption or foster parent arrangements, with benefits of up to 70 percent of an employee's salary (capped at the GS-15 grade maximum) for up to 12 months after a waiting period selected by the employee. Employees would pay 100 percent of the premiums, with payments deducted from their paychecks, and the Office of Personnel Management would contract with private insurance carriers to administer the coverage. The bill would take effect 18 months after enactment, and the program would not cover disabilities caused by willful misconduct, intentional self-harm, or intoxication, nor would it apply where workers' compensation or existing federal disability benefits already cover the injury or leave.
