The State Department must submit annual reports to Congress for four years describing progress on these goals and recommending any additional legislative measures needed to support the initiative. Additionally, the bill directs the U.S. to use its diplomatic influence at the United Nations to help develop a multilateral insurance mechanism for protecting Ukrainian grain shipments.
