The HOUSES Act of 2024 allows states and local governments to nominate underutilized federal lands for sale to address housing shortages, provided the land is not in protected areas like national parks or wilderness areas. To qualify, proposed projects must dedicate at least 85 percent of the land to residential development, open space, or community amenities, with a minimum density of 4 residences per acre and individual lots not exceeding half an acre. The federal government must complete its review of nominated tracts within one year, or the sale is automatically approved, and the purchase price is calculated based on fair market value adjusted by local tax revenue considerations. Revenue from land sales goes to the federal Treasury for use in national park improvements, wildfire prevention, water infrastructure, and habitat restoration. States and local governments must maintain compliance with their approved housing development plans for 15 years or risk losing eligibility for certain federal economic development and community grant programs.
