The CBP HiRe Act of 2024 gives U.S. Customs and Border Protection increased flexibility to hire and retain workers in rural and remote areas where the agency struggles to fill positions. The bill allows CBP to use direct hiring authority without traditional competitive hiring requirements, offer recruitment and relocation bonuses up to 100 percent of annual salary, and pay retention bonuses up to 50 percent of annual salary for employees in these hard-to-staff locations, provided they commit to at least two years of service. The legislation also requires CBP to develop a hiring strategy within 180 days that includes training for recruitment officials, partnerships with colleges and veterans programs, and evaluation of support for employee families. The bill includes a five-year sunset provision, meaning these new hiring authorities will expire unless Congress extends them, and requires CBP to annually report to Congress on the effectiveness of these programs and whether hiring challenges still exist in affected areas.
