The AVERT Future Violence Act of 2024 directs the Attorney General to study the connection between animal cruelty and future human violence, examining what factors drive people to commit animal cruelty and whether such acts can predict violent behavior toward people. The study, to be completed within three years, will review scientific evidence and develop best practices for early intervention and rehabilitation programs targeting individuals who commit animal cruelty. The bill also authorizes the Attorney General to establish a grant program providing funding to states, local governments, courts, tribes, animal shelters, domestic violence organizations, and other eligible entities to develop and implement detection strategies, law enforcement training, and intervention programs to prevent animal cruelty and reduce future violence. The legislation allocates two million dollars for the research study in fiscal year 2025 and two million dollars annually for the grant program from 2025 through 2029. The bill is based on the premise that addressing animal cruelty can help prevent broader patterns of violence in communities.
