This bill directs the Department of Homeland Security to develop and deliver training programs for state, local, tribal, and territorial law enforcement to help them identify and combat transnational repression, which includes actions by foreign governments to intimidate, silence, or harm people across borders in order to suppress their freedoms. The training will cover how to recognize transnational repression threats, what information to collect about suspected perpetrators, how to identify potential targets and victims, and what safety practices communities can use to protect themselves. The bill also requires the Department's civil rights office to conduct community awareness briefings for law enforcement and affected communities, and directs the Department to research and develop new technologies to increase participation in these training programs. Additionally, the Comptroller General must submit a report to Congress within two years evaluating how well the new training program has been implemented. The legislation does not specify dedicated funding amounts but assigns these responsibilities to existing Department of Homeland Security agencies and the Federal Law Enforcement Training Centers.
