This bill establishes a new Transnational Repression Office within the Department of Homeland Security's Homeland Security Investigations division to monitor, analyze, and investigate threats from foreign governments and their agents targeting individuals in the United States. The office will be led by a director and staffed with employees dedicated to countering these threats, including personnel focused on privacy compliance, and can bring in experts from other federal agencies and intelligence community organizations. The legislation requires the office to share information with federal, state, local, tribal, and territorial partners through fusion centers and to submit annual reports to Congress for ten years assessing transnational repression incidents, attempted incidents, and departmental efforts to disrupt such threats. The bill also directs the Department to research and develop technologies and techniques to enhance security and situational awareness capabilities for officials combating transnational repression. The newly created office will automatically terminate ten years after the legislation is enacted.
