This bill directs the U.S. Coast Guard to make safety improvements in San Pedro Bay, an area in California that handles significant maritime traffic. Within one year of the bill's enactment, the Coast Guard must implement a restructuring plan for federal shipping anchorages to reduce the risk of ships' anchors striking underwater pipelines, a hazard highlighted by a January 2024 National Transportation Safety Board report. The bill also requires the Coast Guard to work with vessel monitoring system providers to add alarm systems that alert operators when anchored ships drift too close to pipelines, and to establish procedures for notifying pipeline operators of potential underwater pipeline incursions. Additionally, the Coast Guard must conduct a study within two years to identify other anchorage areas nationwide where pipelines are located within one mile of approved anchoring zones and report recommendations on whether those anchorages should be relocated. The Coast Guard must submit progress reports to Congress annually on implementation efforts.
