The ANTI-Drugs Act establishes Operation Stonegarden as a permanent federal grant program for law enforcement agencies working on border security. Eligible agencies located in states bordering Canada or Mexico, or states with maritime borders, can receive grants if they participate in active U.S. Customs and Border Protection operations. The grants can be used for equipment, personnel costs including overtime, and other border security activities, with funding awarded for a minimum of three years. The bill authorizes $110 million annually from 2024 through 2028 for Operation Stonegarden, while also reauthorizing $400 million yearly for the High Intensity Drug Trafficking Areas Program and $665 million annually for the COPS Grant Program to support community policing efforts. Additionally, the bill requires the Attorney General to report within 60 days on efforts to improve grant access for rural and underserved law enforcement agencies.
