Referred to the Committee on House Administration, and in addition to the Committee on Oversight and Accountability, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The No Pay Until Peace Act would reduce the salaries of all Members of Congress for each month in which a mass shooting occurs in the United States, with a mass shooting defined as an incident resulting in four or more firearm injuries. For the current congressional session, if a mass shooting happens before the November 2024 election, Congress members' paychecks would be temporarily held in escrow accounts and then withheld from their final payments at the end of the session. Starting after the November 2024 election, the law would permanently reduce annual congressional salaries by one month's pay for each month a mass shooting takes place during that year. The bill applies to all Members of Congress, including House representatives and senators, and directs the Treasury Secretary to assist with implementing the payroll changes. No specific funding is required, as the measure simply redirects existing congressional salaries that would otherwise be paid.
