This bill makes it a federal crime to create or distribute deepfake intimate images of real people without their consent. The offense carries penalties of up to five years in prison and fines. The law applies to digitally altered or artificially generated sexual images that appear realistic and feature identifiable individuals, regardless of whether those individuals are public figures. The legislation includes exceptions for law enforcement, legal proceedings, medical education, and legitimate investigations into unlawful conduct or harassment. Internet service providers are generally not liable for hosting such content created by others, though they cannot knowingly distribute violations themselves.
