Within two years, the Secretary of Agriculture must establish cybersecurity regulations requiring states to offer multiple account management options including web portals, mobile apps, and text messaging, along with transaction alerts and fraud reporting tools. States must begin issuing chip-enabled EBT cards within two years and phase out magnetic stripe cards over five years, with the federal government reimbursing all upgrade costs. The bill also requires retailers to install chip-compatible payment terminals as a condition of accepting SNAP benefits and mandates that EBT card replacement happen within three business days at no cost to beneficiaries when cards are damaged, lost, or compromised by fraud. Additionally, the law prohibits states from imposing outdated password and PIN requirements that conflict with federal cybersecurity standards.
