This bill directs federal agencies to modernize and expand the system used to track federal grant money passed down to subcontractors and subgrantees. The General Services Administration's Inspector General must first review the current FFATA subaward reporting system within 180 days and identify problems causing inaccurate or incomplete reporting, along with recommendations for fixes. Within one year, the Administrator of General Services must then develop and begin implementing a plan to improve the accuracy, consistency, and public accessibility of subaward data across all federal agencies, while reducing the reporting burden on grant recipients. The bill also requires agencies to eventually expand reporting to track the first two tiers of subawards, rather than just the first tier, so the public can see more complete information about where federal money ultimately goes. Agencies must begin implementing this expanded reporting system within two years and submit annual progress reports to Congress until the changes are fully implemented.
