This bill would require the U.S. Secretary of Commerce to reimpose tariffs on steel imported from Mexico at the same rates that were in effect on May 16, 2019. According to the legislation, Congress believes Mexico has violated commitments it made in a 2019 joint statement regarding steel trade and that this breach has harmed the American steel industry, which lawmakers view as important to national security. The tariffs would remain in place for at least one year and could only be lifted if Mexico demonstrates it has changed its policies to comply with the 2019 agreement and will maintain that compliance going forward. The President would also have the authority to set additional quotas or limits on Mexican steel imports to bring them back to historical levels specified in the original agreement. The bill was introduced in March 2024 and referred to the House Committee on Ways and Means.
