This bill amends federal law to give Indian Tribes the same access as states to receive surplus federal real property through the General Services Administration (GSA). Currently, federal surplus property programs prioritize states and local governments, but this legislation expands eligibility to allow federally recognized Indian Tribes to obtain federal surplus real property for purposes including correctional facilities, law enforcement, emergency management, port facilities, homeless assistance, public airports, and wildlife conservation. The bill requires the GSA Administrator to submit annual reports to Congress detailing outreach efforts to Indian Tribes and listing any surplus property conveyed to them, beginning within one year of enactment. Within two years, the GSA must also establish a formal process for managing competing applications from states, municipalities, and Indian Tribes seeking the same federal surplus property. The legislation creates procedural parity by defining Indian Tribes consistently with the Indian Self-Determination and Education Assistance Act across multiple federal property disposal statutes.
