This bill directs the Director of National Intelligence to create a strategy for sharing information between the federal government and private companies about foreign adversary tactics and illegal activities that threaten American businesses competing in energy and critical minerals projects abroad. Within 90 days of the bill's enactment, the Director must develop this strategy in consultation with relevant federal agencies, with a focus on protecting U.S. companies from foreign adversary interference, deceptive practices, economic espionage, and intellectual property theft in the critical minerals sector. The strategy should cover how to best communicate threats to American companies and how to receive information from those companies about suspicious activities or disinformation campaigns targeting their operations. Within 30 days after completing the strategy, the Director must submit an implementation plan to congressional intelligence committees or brief them on how the strategy will be carried out.
