It requires the VA Secretary to submit annual performance plans for political appointees to Congress within 30 days of completion, increasing transparency around leadership evaluations. The core provision requires the VA to continue investigating employees for misconduct or performance issues even if they resign, retire, or transfer before the investigation concludes, and to permanently note the investigation's findings in the employee's personnel file once completed. Affected employees receive due process protections, including written notice of adverse findings, at least 30 days to respond, and the right to appeal to the Merit Systems Protection Board or a VA Disciplinary Appeals Board; if an employee successfully appeals, the notation is removed from their file. The bill also makes a minor technical fix extending a VA home loan fee schedule by two weeks, from November 15, 2031 to November 29, 2031.
