The VA Secretary must submit a detailed work plan within 180 days and provide annual reports to Congress detailing how funds are spent and whether they effectively serve exposed veterans. For fiscal years 2034 through 2045, the bill requires the Secretary to propose future funding levels by October 2033, which would automatically be appropriated unless Congress passes a joint resolution of disapproval within five days of receiving the proposal.
