This bill establishes a Federal Labor-Management Partnership Council to improve working relationships between federal agencies and their unionized employees. The Council will be composed of government officials, federal labor leaders, and representatives from labor organizations, and will advise the President on labor matters, support creation of local partnership councils, and share best practices across the federal government. The bill requires all federal agencies subject to civil service labor laws to create labor-management committees, involve employee representatives in workplace decisions, provide training in dispute resolution techniques, and evaluate the results of these partnership efforts. The legislation also extends similar labor-management partnership requirements to three legislative branch agencies: the Architect of the Capitol, Government Accountability Office, and Capitol Police. The bill does not specify dedicated funding amounts but allows the Office of Personnel Management to provide staff and support to the Council using available appropriations.
