The program would fund applied research, demonstration projects, and environmental assessments to test whether adding iron to certain ocean regions can stimulate phytoplankton growth and capture carbon from the atmosphere while potentially benefiting fisheries and marine ecosystems. The Secretary must consult with other federal agencies, universities, and private organizations and must submit a report to Congress within one year describing program goals, results, and recommendations for scaling up these technologies. The bill authorizes $33 million annually from 2025 through 2030 for the pilot program and requires private entities participating in projects to cover at least 51 percent of costs, though the Secretary has broad authority to waive other legal requirements to expedite implementation.
