This bill creates a $20 million compensation fund for surviving Pan American Airways employees who were victims of the 1988 Lockerbie bombing, which was carried out by Libya. To qualify, individuals must be U.S. citizens who were at least 45 years old on December 3, 1991, were employed by Pan Am on that date, were named in an earlier court case against Libya, and were still living as of August 14, 2008. The Treasury Department would establish the trust fund within 30 days of the bill's passage, and the Foreign Claims Settlement Commission would have 60 days after a claims filing period to certify which applicants qualify. Each approved claimant would receive an equal share of the $20 million fund, with compensation also potentially available to the estates of deceased eligible victims through their personal representatives.
