This bill creates an intergovernmental task force to reduce U.S. dependence on China and other competing nations for critical minerals essential to national security, renewable energy, and military equipment. The task force, to be established within 90 days and chaired by a member of the President's office, will include representatives from at least 20 federal agencies, state and local governments, Indian tribes, and the private sector to coordinate domestic supply chain improvements and international partnerships. The task force must meet at least quarterly, provide recommendations within two years on increasing domestic mining and processing capacity, strengthening workforce development, and identifying alternative sources, and then terminate 90 days after completing its work. Additionally, the Government Accountability Office will study federal and state regulatory barriers to developing domestic critical mineral supplies and report findings within 18 months. The legislation addresses concerns that the U.S. is 100 percent reliant on imports for 12 of 50 critical minerals, with China dominating production of 30 of them.
