The EARLY Minds Act amends federal mental health law to allow states to use up to 5 percent of their community mental health block grant funding to support prevention and early intervention programs for children and adolescents. The bill applies to all states that choose to participate and particularly benefits young people showing early signs of mental health or behavioral problems, before they develop serious mental illness. States that participate must describe their evidence-based prevention strategies in their state plans and report outcomes to Congress. The bill requires the federal government to submit its first report to Congress by September 30, 2025, and then every two years thereafter, documenting which states are participating, what programs they are running, and whether these programs successfully reduce delays in accessing care and reduce the severity of mental illness onset.
