This bill ensures that prevailing wage employees—workers paid under federal wage schedules based on local labor market rates—receive pay raises equal to those given to other federal employees in their geographic area. Currently, prevailing wage workers may receive different percentage increases than General Schedule federal employees in the same locality, which this legislation aims to fix. Starting January 1, 2025, prevailing wage employees must receive at least the same percentage pay increase as comparable federal workers whose pay is set under the General Schedule system. The Office of Personnel Management can make exceptions to these rules if needed to recruit or retain qualified employees, and the provisions apply to all future pay periods based on this comparison method.
