This bill amends an existing law that governs U.S. international development financing to prioritize funding for digital infrastructure projects overseas. Specifically, it directs the U.S. International Development Financing Corporation to give preference to projects that expand internet and data network connectivity in countries with the greatest need, particularly when those projects have strong protections for data security and human rights. The bill affects the Corporation's lending and investment decisions but does not allocate new funds. Within one year of passage, the Corporation must submit a report to Congress identifying which regions and countries most need digital infrastructure investment, where such investment would best protect data security and human rights, and how the U.S. government is coordinating with international partners on these efforts.
