To amend the Convention on Cultural Property Implementation Act to make certain technical corrections to facilitate the lawful trade and collecting of numismatic materials.
This bill makes technical changes to a 1983 law that implements international agreements protecting cultural property. Specifically, it adds a formal definition of numismatic materials—coins, tokens, paper money, medals, and related objects—to U.S. law and creates a streamlined process for importing these items legally. The bill allows collectors and dealers to import numismatic materials by providing sworn statements that the items were acquired lawfully, exported legally, are documented types known to exist in multiple copies, and are not from illegal excavations. The measure is designed to reduce red tape for legitimate numismatic trade while still preventing the import of artifacts looted from archaeological sites. Customs officers can only demand additional documentation beyond the sworn statement if they have documentary evidence suggesting the statement is false or fraudulent.
