The Equity in Agency Planning Act of 2024 requires federal agencies to prioritize equity in their strategic planning and goal-setting processes. Specifically, each agency must include at least one equity-focused goal in their strategic plans and performance plans, or twenty percent of their total goals if that number is greater, aimed at improving services to underserved communities and individuals. The bill defines underserved communities as populations that have been systematically denied full participation in economic, social, and civic life, including both demographic groups and geographic areas. Agencies must also consult with a broader range of stakeholders in their planning, including nonprofit organizations, academic institutions, state and local governments, and community advocacy groups. The legislation applies to all federal agencies and does not include specific funding allocations, instead requiring agencies to incorporate equity considerations into their existing planning and performance measurement frameworks.
