To amend the Omnibus Crime Control and Safe Streets Act of 1968 to increase grants to combat domestic violence for States that implement domestic violence prevention training in the cosmetologist and barber licensing process, and for other purposes.
This bill creates financial incentives for states to require domestic violence prevention training as part of cosmetologist and barber licensing. States that implement such training requirements would receive increased federal grants under the existing crime control and safe streets program, with increases of up to 10 percent of their average recent grant amounts. The training, which must be provided for free by nonprofit anti-domestic violence organizations, teaches stylists and barbers how to recognize signs of domestic violence, respond appropriately, and connect clients with victim resources. Eligible states can receive these grant increases for up to three consecutive years, with annual renewals available. The bill authorizes $5 million per year in funding from fiscal years 2024 through 2030 to support these grant increases.
