To amend title 38, United States Code, to provide for the restoration of entitlement of individuals entitled to educational assistance under the laws administered by the Secretary of Veterans Affairs who use such entitlement to pursue a course or program of education at an educational institution found to have violated certain prohibitions on advertising, sales, and enrollment practices, and for other purposes.

The RESTORE Act would allow the Department of Veterans Affairs to restore educational benefits to veterans whose benefits were used at schools that violated federal advertising, sales, or enrollment practices. When a school is found to have committed such violations, veterans who had to leave that school would no longer have those benefits counted against their lifetime eligibility for VA educational assistance. Additionally, the bill requires schools found in violation to repay the VA all educational assistance funds they received from or on behalf of veterans during the period of the violation, and prohibits the VA from approving new educational programs at schools that fail to make required repayments. The bill applies to all VA educational programs including the GI Bill and ROTC scholarships, and takes effect 180 days after enactment.
