Referred to the Committee on Agriculture, and in addition to the Committees on Energy and Commerce, and Transportation and Infrastructure, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The EPA Accountability to Farm Country Act would require the U.S. Department of Agriculture to review any EPA regulations or guidance that could significantly impact agriculture within 30 days of announcement. If the Agriculture Secretary determines a regulation could have major economic effects on farm production, food prices, or the broader agricultural economy, they would convene a review panel including USDA officials, EPA representatives, farm producers from different regions, and budget officials to analyze the proposal and issue a detailed economic impact statement. The review panel would have 60 days to submit a report with findings and recommendations to Congress and make it public. Importantly, the bill would prevent the EPA from finalizing any regulation determined to have major economic impact on agriculture unless the EPA adopts the review panel's recommendations to limit the rule's scope. This legislation would give the agricultural sector formal input into EPA rulemaking that could affect farming operations and food prices.
