The Welcome Back to the Health Care Workforce Act authorizes federal grants to help internationally educated health care professionals integrate into the U.S. health care workforce. Grants would go to consortiums of hospitals, nonprofits, educational institutions, and government agencies to provide career support services such as English language training, licensing assistance, mentoring, and continuing education for foreign-trained doctors, nurses, and other health care workers. The bill prioritizes funding for projects serving rural communities and areas with health care workforce shortages. Grant recipients must spend at least 20 percent of funds on system-level improvements like peer mentoring networks and career advancement programs, with no more than 10 percent going to administrative costs. The Secretary of Health and Human Services must award grants within one year of the bill's enactment and report annually to Congress on outcomes, with authorization for necessary appropriations through fiscal year 2029.
