To require a notice be submitted to the Register of Copyrights with respect to copyrighted works used in building generative AI systems, and for other purposes.
This bill requires companies and individuals who create or significantly update training datasets for generative AI systems to disclose information about any copyrighted works used in that training to the U.S. Copyright Office. Those building new AI systems must submit a detailed summary of copyrighted materials in their training data either 30 days before releasing the system to consumers or, for systems already released, within 30 days of the law taking effect. The Copyright Office will establish a publicly searchable database of all these disclosures and issue implementing regulations within 180 days. Companies that fail to comply face civil penalties of at least $5,000 per violation. The law takes effect 180 days after enactment, giving the Copyright Office time to set up the required database and rules.
