The Accountability for Terrorist Perpetrators of October 7th Act requires the President to impose economic and immigration sanctions on the Popular Resistance Committees (PRC) and associated entities within 90 days of the law's enactment. The bill identifies the PRC as a terrorist organization responsible for participating in the October 7, 2023 attacks on Israel, and it authorizes the blocking of their property and assets in the United States as well as making members inadmissible to enter the country and subject to visa revocation. Additionally, the legislation directs the Secretary of State to report within 90 days on whether the Lion's Den and the Popular Resistance Committees meet criteria for formal designation as specially designated global terrorists, with ongoing biennial reports thereafter on new entities operating under the PRC's umbrella. The President may waive sanctions for up to 180-day periods if certifying they are vital to national security, and sanctions may be terminated if designated persons cease terrorism activities or if an entity disbands.
