This bill establishes a federal grant program to help communities reduce nitrate and arsenic contamination in drinking water. The program would provide grants to community water systems, nonprofits, municipalities, and state agencies to fund projects that lower nitrate or arsenic levels in public water supplies. Grants would prioritize disadvantaged communities that have failed to meet drinking water standards in the past three years, as well as projects protecting children and other vulnerable populations in schools, daycares, and similar facilities. The bill also allows grant funding to help low-income homeowners and renters install treatment technology, and it requires the EPA to review how well the program addresses equity and serves economically disadvantaged communities. The legislation authorizes $15 million annually starting in fiscal year 2025, with no more than 4 percent of funds permitted for administrative costs.
