This bill directs the Department of Defense to speed up the adoption of quantum information science technologies for military applications. The Secretary of Defense must designate a Principal Quantum Advisor within six months to coordinate efforts across the military services and identify specific defense challenges that quantum technology could solve, such as advanced navigation systems, undersea detection, and quantum computing capabilities. The legislation requires the Pentagon to develop a five-year strategic plan for quantum technology development and establishes a joint center of excellence with military research labs, a Department of Energy laboratory, and academic institutions to accelerate the transition from research to operational use. The bill authorizes $20 million annually from fiscal years 2025 through 2029 for the center's operations and includes provisions for workforce development in quantum science at military academies and other defense institutions, as well as international coordination with allies including the United Kingdom, Australia, and NATO countries.
