The ONSHORE Act of 2024 creates a new federal grant program to help communities prepare sites for manufacturing and advanced production facilities, particularly those focused on critical supply chains and national security technologies. The program, called the Critical Supply Chain Site Development grant program, will provide grants to states, cities, tribes, nonprofits, and other eligible entities to fund site preparation activities like building roads, water and power infrastructure, environmental reviews, and workforce training programs. The legislation authorizes 100 million dollars annually from 2024 through 2028, with the requirement that the federal government award at least 10 grants per year and prioritize projects that attract domestic manufacturing or foreign investment in key technology areas. Eligible recipients can receive federal grants covering up to 100 percent of project costs, and preference will be given to projects that attract private funding or involve workforce development and support for economically disadvantaged communities.
