To amend title 18, United States Code, to provide that the period during which a former Member of Congress is prohibited from lobbying shall begin upon the expiration of the term for which the Member was elected.
The Don't Quit to Lobby Act would change when former members of Congress become eligible to work as lobbyists. Currently, senators and representatives are prohibited from lobbying for two years and one year respectively after they leave office, but the clock starts when they actually depart. This bill would delay the start of that waiting period until after their elected term officially expires, effectively extending the lobbying ban for members who resign before their term ends. The change would apply to anyone leaving Congress on or after the bill's enactment date. The legislation is intended to prevent members from resigning early to immediately begin lobbying work while their replacement is still in office.
