It also establishes the Wildlife Confiscations Network, a voluntary partnership with the Association of Zoos and Aquariums to coordinate the placement and care of animals confiscated by federal wildlife enforcement agencies. The bill requires the Secretary of Interior to issue a permit within 90 days authorizing qualified facilities to conduct rescue and rehabilitation work while allowing public display of animals for educational purposes. The legislation directs the Secretary to identify existing federal funding sources to implement the program and report to Congress within 12 months if additional appropriations are needed.
